4. Terms of reference:
The Committee shall have the following tasks:
Review the Migration Management Strategy of the CDMG set out in the report “Towards a Migration Management Strategy” in the light of the current challenges faced by countries of emigration in Europe and submit proposals to CDMG to adapt it as they consider appropriate.
a. The Committee of Experts shall consist of eight experts designated by the governments of the following member states: Albania, Armenia, Azerbaijan, Greece, Moldova, Portugal, Romania, Turkey.
The Council of Europe budget will bear the travel and subsistence expenses of these eight experts.
These experts shall have an extensive knowledge of migration and relevant experience of policy-making particularly with respect to emigration.
b. The European Union may send a representative to meetings of the Committee, without the right to vote or defrayal of expenses.
c. The following observers with the CDMG may send representatives to meetings of the Committee, without the right to vote or defrayal of expenses:

The Committee will hold two meetings in 2005.
These terms of reference will expire on 31 December 2005.
