    c. decided to communicate it to the Steering Committee for Human Rights (CDDH) for possible comments;

    c. invited their Rapporteur Group for Democratic Stability (GR-EDS) to prepare a draft reply for adoption at one of their forthcoming meetings;

    b. decided to communicate it to the Ad hoc Committee of Experts on Legal Aspects of Territorial Asylum, Refugees and Stateless Persons (CAHAR), to the European Committee on Migration (CDMG), to the Steering Committee for Human Rights (CDDH), to the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), and to the Council of Europe Development Bank for possible comments by 31 May 2004;

    c. invited their Rapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

    12. adopted the following reply to the texts adopted by the Parliamentary Assembly at the 1st part of the 2004 Session (26-30 January 2004):

    “The Committee of Ministers took note of Recommendations 1640 to 1649 and Resolutions 1357 to 1366 adopted by the Parliamentary Assembly at its 1st part-session in 2004 (26-30 January 2004).

    The Committee of Ministers brought Recommendations 1640, 1641, 1642, 1643, 1645, 1646, 1647 and 1649 (2004) to the attention of the governments of member states and entrusted them to the competent organs and/or committees of experts for information or comments and/or to Rapporteur Groups or the Secretariat, with a view to preparing draft replies. The Committee of Ministers will continue examining the texts referred to above with a view to the early adoption of replies. It decided to resume consideration of Recommendations 1644 and 1648 at their Deputies' 873rd meeting (17-18 February 2004)”.
