The following items were discussed by the Bureau at its meeting on 11 October 2010.
1. Role of the Bureau of the Ministers’ Deputies
Recalling that delegations had been invited to provide any comments they have on its proposals for possible ways of enhancing its contribution to the work of the Committee of Ministers (cf. Appendix II of CM/Bur/Del(2010)21) by Monday, 4 October 2010, the Chair informed the Bureau that he had received comments from one delegation. In the light of these comments, the Bureau made a number of amendments to its proposals (cf. CM/Bur/Del(2010)24) and agreed to submit them to the Deputies, in view of their approval.
In this context, the Bureau recalled again that it did not take decisions on behalf of the Committee, but that it formulated recommendations for consideration and possible decision by the Deputies. In the interest of increasing transparency, it agreed that its recommendations should be itemised in the draft decisions put before the Deputies.
2. Elections conducted by the Committee of Ministers
The Bureau examined a draft memorandum prepared by the Secretariat containing proposals for harmonising as far as possible procedures for elections conducted by the Committee of Ministers (cf. CM/Bur/Del(2010)25). The Bureau invited delegations to review the proposals and provide any comments to the Chairman by Monday, 25 October 2010, with a view to the approval of the proposals at the Deputies’ 1097th meeting (10 November 2010).
3. Mandate for the Thematic co-ordinator on Information Policy (TC-INF)
The Bureau agreed to recommend that the mandate of the Thematic co-ordinator on Information Policy (TC-INF) be extended to cover issues relating to information society and internet governance until the end of 2011, pending the outcome of the Secretary General’s second phase of reform. It recommended that the new tasks of the TC-INF would involve informing the Ministers’ Deputies and facilitating their decision-making on matters within this thematic area, liaising with the relevant rapporteur groups (e.g. participation in the GR-H when an abridged report of CDMC covering issues relating to information society and internet governance is considered) and interfacing with intergovernmental structures, in particular steering committees.
4. Use of the Foyer of the Committee of Ministers
The Bureau was informed of the request from the Directorate General of Human Rights and Legal Affairs, to hold a concert on 18 November 2010 (4 - 5 pm), in the Foyer on the occasion of the 10th anniversary of the Consultative Council of European Judges (CCJE).
The Bureau recommended acceding to this request.
5. Date of next meeting

1. State of preparation of the 1095th (13 October 2010) and 1096th (21 October 2010) meetings of the Ministers' Deputies
The Bureau took note of the state of preparation of the above meetings.
With regard to the 1095th meeting (13 October 2010), the Bureau recommended that:

2. Draft agendas of the 1097th (10 November 2010), 1098th (17 November 2010) and 1099th (Budget) (23 – 25 November 2010) meetings - Items to be entrusted to Rapporteur Groups and Thematic Co-ordinators
The draft agendas and relevant draft decisions for the above meetings of the Ministers' Deputies appear in the Notes on the Agenda No. 1095/1.2 for the present meeting (item 1.2 - “Preparation of forthcoming meetings”).
