Second meeting of the Steering Group

SUMMARY OF WORK

 

The Steering Group of the Council of Europe Global Solidarity Campaign met at the Council of Europe in Strasbourg on 22 September 1998. At the meeting, it:

- drew attention to the results of the third meeting of the International Organising Committee (which had met the day before to take stock of ongoing activities): contributions from Slovenia (strengthening the Campaign Secretariat), Switzerland and Austria;

- considered present and future projects;

- noted that, although the Campaign had been officially launched, implementation had just begun, and that action was needed to set up the national organising committees in participating countries. National commitment is crucial, since involving the participating countries, and particularly their non-governmental organisations and local and regional authorities, would help to create the awareness needed to make the Campaign a success. Liaison between the national organising committees and the Campaign Secretariat is vital here;

- expressed the view that the national organising committees should play an active role, and must therefore include representatives of governments, NGOs and the media (without forgetting the other categories listed in the Secretariat document);

- referred to forthcoming events connected with the Campaign:

- Seminar on the fight against poverty in the countries of the Sahel, in Lisbon on 10 September 1998 (in co-operation with the OECD's Sahel Club and the Portuguese Government);

- Preparatory meeting on a Global Forum on Poverty, in Lisbon on 11 September 1998;

- Festival of International Co-operation, in Tokyo on 6 October 1998;

- United Nations World Day to Overcome Extreme Poverty, on 17 October 1998;

- two conferences under the auspices of the European Union's Austrian Presidency, one focusing on the Campaign theme in connection with negotiation of the new Lome Convention (Vienna, 12-13 November), the other on enlargement of the European Union and the fight against poverty in Europe (also Vienna, 18-20 November 1998);

- intergovernmental round table on "New challenges for youth policy in the era of globalisation", in Ljubljana on 15 and 16 November 1998;

- meeting on "Citizenship and human rights in the Mediterranean", in Madrid from 27 to 29 November 1998;

- meeting on "The challenges of education in the era of globalisation", to be held in Switzerland in co-operation with the Swiss authorities;

- meeting on social housing in traditional urban neighbourhoods, in Lisbon (organised by the Council of Europe's heritage service and the city of Lisbon);

- took note of the holding of other events with which the Campaign might associate itself:

- the first forum of the World Alliance of Cities against Poverty, in Lyon from 12 to 14 November 1998;

- a conference on migration questions under the auspices of the Council of Europe Parliamentary Assembly’s Sub-Committee on Migration;

- decided to involve local and regional authorities more closely, using the CLRAE’s towns and cities mailing list to inform them about the Campaign;

- hoped that the Council of Europe's documentation and information centres would be given a bigger role in the Campaign, especially since they provided essential links in the countries of central and eastern Europe;

- decided to examine the possibility of incorporating a Campaign website into the main Council of Europe site (with a link to the North-South Centre's site), as a way of making information on the Campaign and its activities more easily accessible.
