11.1 Adjustment of scales of contributions by member states and non-member states to the budgets of the Council of Europe for the financial year 2009

The present document contains calculations of the scales of contributions to the various budgets for 2009.

Scales of contributions for 2009

Set out below are the scales of contributions for the various budgets 2009 resulting from the method of calculation defined in Resolution (94) 31.

Since 2002, following a decision of the Ministers’ Deputies to derogate to paragraph 3 of Appendix I to Resolution (94) 31, the percentage rates of contribution to Council of Europe budgets are expressed to four decimal places.

Field of application

The scales to be adjusted are:

    i. the scale of the Ordinary Budget, the Budget of the European Youth Foundation and the Extraordinary Budget for the part corresponding to network cabling and fire security works (see table (ii), Appendix I, pages 6-7);

    ii. the scale of the Pension Reserve Fund (see table (iii), Appendix I, pages 8-9);

    iii. the scale of the Extraordinary Budget (see table (iv), Appendix I, page 10). In accordance with the decision taken by the Committee of Ministers at its 79th session, the scale of contributions for the financing of the new building is the normal scale resulting from applying the scale of contributions of the Ordinary Budget, amended to take account of the French government's offer to contribute 24% of the cost of the buildings;

    iv. the scales of contributions to the budgets of the partial agreements (see tables (v) to (xi), Appendix I, pages 11 to 24).

In accordance with the decisions taken at the 778th meeting (item 11.4a and 11.4b) concerning the contributions of non-member states to the special accounts “Cultural and Educational Activities of the Council of Europe” and “Sports Activities of the Council of Europe”, it is necessary to adjust the rates of contribution of the following state: Belarus (see table (xii), Appendix I, page 25).

Calculation of the scales

The procedure and criteria for calculation of the new scales are defined in Appendix I to Resolution (94) 31. The factors on which the calculation system is based are as follows:

- population figure;

- the gross domestic product expressed in US dollars.

The base data for the calculation of scales of contributions for 2009 and their source are indicated in table (i) on page 3.

Floor and ceiling of Partial Agreement budgets

Paragraph 8 of Appendix I to Resolution (94) 31 sets out a mathematical method for calculating minimum and maximum rates of contribution to the Partial Agreement budgets, however this paragraph also authorises the member states of each Partial Agreement to decide to fix the minimum and maximum rates of the contribution to the Budget of that Enlarged and/or Partial Agreement on an ad hoc basis.

After examination of this question by the GT-BS in 2005, the provisions of paragraph 8 were maintained. In 2006, the States Parties to the various partial agreements decided to continue to fix the maximum and minimum rates for contributions to the budgets of the partial agreements on an ad hoc basis.

For information, the table below details, for each Partial Agreement, the proposed floor and ceiling rates on an ad hoc basis.

It is recalled in this context that the scales of contribution for 2009 have been compared to the revised scales of contributions for 2008 appearing in the tables, to take account of any accessions and/or withdrawals occurring during 2008, or with effect from 1st January 2009.

The contribution of the Holy See has been fixed as an annual lump sum of 1000 US Dollars for the Cultural and Educational Activities of the Council of Europe and € 152.45 for the Sports Activities of the Council of Europe. These amounts are therefore not subject to adjustment (CM/Del/Concl. (75) 244, item XXXIX).
