Letter to accompany the questionnaire

This questionnaire has been prepared by the Working Party on Institutional Reforms (GT-REF.INST) with a view to obtaining an analysis from experts with regard to the relevance and added value of the work of individual steering and ad hoc committees of the Council of Europe. Its aim is to contribute to the current efforts to reinforce the impact, efficiency and usefulness of the work of the Organisation as a whole. We would ask you to take a critical and forward look at the work conducted and to reply as frankly as possible. Your replies will be useful to the Committee of Ministers which continues to streamline the priorities of the Organisation and to reflect on the aims and working methods of intergovernmental committees. We also hope that they will help fuel a fruitful internal debate within each Steering Committee on its own work, with a view to a debate with the Committee of Ministers in due course.

We would urge you to complete the questionnaire, being as precise as possible, and return it to the Secretariat of your Steering Committee, as well as to the Permanent Representation of your country in Strasbourg and to the official responsible for dealings with the Council of Europe in your Ministry of Foreign Affairs (list enclosed), by 20 December 2008 at the latest.
