4.1 Task Force to Combat Violence against Women, including domestic violence (EG-TFV)

List of items discussed and decisions taken

1. The Task Force to Combat Violence against Women, including Domestic Violence (EG-TFV) held its third meeting in the Palais de l'Europe in Strasbourg from 6 to 8 February 2007 with Ms Dubravka ŠIMONOVIĆ (Croatia) in the Chair. The agenda, as adopted by the Task Force, is set out in Appendix I. The list of participants can be obtained from the Directorate General of Human Rights – DGII.

2. As from March 2007 Ms Hilary FISHER will be the Chair and Ms Dubravka ŠIMONOVIĆ will be the Vice-Chair as agreed during the 1st meeting of the Task Force (21-23 February 2006).

3. The Secretary General of the Council of Europe held an exchange of views with the Task Force on the expected outcome of the Council of Europe Campaign to Combat Violence against Women, including Domestic Violence and the work of the Task Force.

4. The Task Force held an exchange of views on the Council of Europe Campaign to Combat Violence against Women, including Domestic Violence which was launched in Madrid on 27 November 2006. After being informed of planned and on-going activities of the three dimensions of the Campaign (intergovernmental, parliamentary and local and regional) the Task Force expressed its appreciation of the range of actions to implement the Campaign. They decided to make use of the outcome of all Campaign activities as a source of information to evaluate the success of the Council of Europe Campaign.

5. The Task Force held an exchange of views on the expected results of the Task Force as defined by the Committee of Ministers in the framework of the Follow-up to the Action Plan adopted during the Third Summit of the Council of Europe. It took note of the previous work carried out by the Council of Europe in this field, acknowledging in particular the importance of Recommendation Rec(2002)5 of the Committee of Ministers to member states on the protection of women against violence. The Task Force also took note of the first results of the monitoring framework based on indicators developed as a monitoring mechanism for the Council of Europe Recommendation Rec(2002)5.

6. The Task Force started examining the Preliminary Draft of the Final Activity Report of The Task Force to Combat Violence against Women, including Domestic Violence which will be submitted to the Committee of Ministers at the end of the Council of Europe Campaign in 2008. They decided to base the structure of this report on the expected results of the Task Force as defined by the Committee of Ministers in the framework of the Follow-up to the Action Plan adopted during the Third Summit of the Council of Europe. This report will include the findings of the Task Force on the situation of violence against women, including domestic violence in compliance with its expected results. It will also include an evaluation of the Council of Europe Campaign followed by recommendations for future work of the Council of Europe in this field.

7. The Task Force took note of the Resolution No. 1 adopted at the 27th Conference of the European Ministers of Justice (Yerevan, Armenia, 12-13 October 2006). The Task Force will, in accordance with its mandate, explore the possibility of developing a binding legal instrument for Council of Europe member states to combat violence against women, including domestic violence. The Task Force pointed out that any such binding legal instrument would have to be based on a holistic approach to combat violence against women, including domestic violence respecting the three guiding principles of prevention, protection and prosecution.

8. Finally, the Task Force agreed to hold its fourth and fifth meeting in Strasbourg from 30 May to 1 June and from 29 to 31 October 2007.
