b. Written Question No. 468 by Mr R. Huseynov: “Intentions and efforts of Armenia to continue its occupation of Azerbaijan by military means”


The achievement of a peaceful solution to the Nagorno-Karabakh problem, Armenia-Azerbaijan conflict was one of the major commitments of Armenia upon its accession to the Council of Europe. However, it is always 5 years that Armenia has been obviously demonstrating its intention to abstain from the implementation of this commitment, alongside with some others. Moreover, during the recent period, especially in the second half of 2004 and at the beginning of 2005 Armenia has been systematically violating the cease-fire regime, that had been continuing since 10 years, for provocative purposes. In the meanwhile, it happens not on the territories of conflict zones, but also on the lands in the Armenia-Azerbaijan frontier, which are far from the conflict zones and situated in totally different directions. As a result, the soldiers of the national army of Azerbaijan, as well as tens of Azerbaijani civilians were killed during this period by fire of the Armenian troops.

All these actions of Armenia having clear provocative character, are directed to prevent the solution of the conflict by diplomatic means and aim to instigate to its military solution.

As much as Armenia, which has been clearly recognised as an aggressor by the Council of Europe in its official documents and the regime in Nagorno-Karabakh, which has been assessed as a separatist one in the same documents, understanding the resolve of the international community to solve the conflict diplomatically and its unfair, unfavourable situation in this matter, see the instigation of the military operations, turning of the temporarily frozen conflict to a war as the only way out. The intensive violation of the cease-fire regime by Armenia, especially during the recent period is directly bound to this. That is the truth, but the Armenian side spreads false information and accusations, claiming that as if Azerbaijan is interested in the military solution of the problem.

Taking into account all this, Mr Huseynov asks the Committee of Ministers:

What measures is the Committee of Ministers going to undertake in order to prevent Armenia from the efforts to escalate the scale of the occupation carried out by it against Azerbaijan, its initiatives to resort to the active military operations, the calls to settle the conflict by military means and is not the right time to impose resolute sanctions vis-à-vis Armenia, the aggressive member states of the Council of Europe, to exclude it from this organisation, being a member to which is does not deserve?
