Introduction

The calendar of meetings of the Congress of Local and Regional Authorities of the Council of Europe for 2012 appears in Appendix 1. The 23rd Session of the Congress will commence on 16 October 2012. The draft agenda of the Session appears in Appendix 2. More detailed information on past and upcoming sessions of the Congress can be downloaded from the Congress website www.coe.int/congress

The third part of the Plenary session of the Parliamentary Assembly of the Council of Europe (PACE) was held on 25-29 June 2012. TIMING HIDDEN

Members’ attention is drawn to:

·           Deadlines for submission of candidatures:

Election of the President of the Congress: at the latest by 9.00 on 15 October (24 hours before the opening of the sitting at which the election is to take place)

Election of the presidents and vice-presidents of the two chambers: at the latest by 7.00 on 17 October (2 hours before the beginning of the sessions of the chambers)

Election of the chairs and vice-chairs of the committees: at the latest by 18.00 on 15 October (by 18.00 at the latest on the day before the start of the committee meetings)

·    Electronic voting on texts will take place in the hemicycle and in Room 1. The voting handsets will be    distributed at the entrance to the meeting rooms upon signature of the attendance register.

·         Participants are reminded that access to the hemicycle is strictly limited to holders of badges which indicate the specific hemicycle symbol. Seating in the hemicycle and Room 1 will be allocated according to the seating plans available for consultation at the entrance to the meeting rooms.

·         The deadlines for tabling written questions for oral reply (Office 1081): each member should limit herself/himself to one question to the Secretary General (deadline: Tuesday 16 October 2012 at 10.00 (tbc)), one question to the Chairmanship of the Committee of Ministers (deadline: Monday 15 October at 16.00 (tbc)). The Vice-President of the Parliamentary Assembly will take questions from the floor.

·         The conditions and deadlines for tabling amendments (Office 1081): at the latest at 10.00 on the eve of the day when the texts to which they refer are to be discussed except for texts to be debated on Tuesday 16 October for which the deadline is 16.00 on Monday 15 October.  Amendments must be signed by 5 representatives (or duly mandated substitutes) from at least two delegations for the texts debated in plenary sittings, or 5 delegates from at least two delegations for those of the Chambers. Each amendment must specify the name of the member who will submit it.

·         Registration of speakers for the debates: the form for registration of speakers for the debates, available at the entrance of the hemicycle, must be submitted to the Table Office secretariat seated in front of the President’s rostrum.

·         Finance Office for reimbursement of travel and subsistence expenses: Office 1040.

·         Table Office for any further questions: Office 1081.

Extract of the terms of reference of Parliamentary Assembly Committees [Resolution 1842 (2011]

Number of seats: 84

Terms of reference:

3.1. The Committee shall consider issues relating to social rights and policies, public health, sustainable development, economic co-operation and development, local and regional democracy and good governance in these fields, having special regard to the situation of the more vulnerable groups in society.

3.2. The Committee shall in particular consider:

3.2.1. the implementation and possible development within the member states and at European level of the rights guaranteed by the (revised) European Social Charter (ETS No. 163) and the contribution of social cohesion to democratic security;

3.2.2. the promotion of sustainable development including protection of biodiversity, forward-looking management of the environment and natural resources, climate change, co-operation for development, “ greening” the economy, as well as relevant sectoral policies (in particular energy, transport, tourism, trade);

3.2.3. access to adequate and affordable health services and effective management of public health risks and opportunities (in particular food security, natural and technological disasters, counterfeits, drugs, epidemics, pollution, biomedicine);

3.2.4. policies aimed at improving social cohesion (in particular employment, social dialogue, social security, pensions), supporting groups which are in need of special protection (in particular children, the elderly, families), and fostering solidarity between generations, taking into account demographic, economic and social trends;

3.2.5. good governance and democratic practices at local and regional level.

3.3. The committee shall follow the activities and maintain working relations with the Congress of Local and Regional Authorities of the Council of Europe and with European and international organisations, agencies and associations of local and regional authorities.

3.4. The committee shall report regularly on the activities of the Council of Europe Development Bank.

3.5. The committee shall share the Assembly representation in the European Centre for Global Interdependence and Solidarity (North-South Centre).

3.6. The committee shall represent the Assembly in, and follow the work of, the relevant expert committees of the Council of Europe.

3.7. The committee shall, on behalf of the Assembly, select the candidates for, and the winners of, the Europe Prize and related awards for local authorities.
