APPOINTMENT OF A CDLR RAPPORTEUR
ON GENDER EQUALITY

Introduction
The Secretary General launched the Transversal Programme on Gender Equality in 2012 seeking to improve the visibility and impact of the Council of Europe’s work on gender equality in member states; helping to move from legal equality to real equality in line with Committee of Ministers Declaration, « Making Gender Equality a Reality »[1]
According to the terms of reference for intergovernmenal committees, all intergovernmental structures of the Council of Europe, including the CDLR, are required to appoint a Gender Equality Rapporteur from amongst their members to ensure their activities integrate a gender perspective. Integrating a gender perspective into a committee’s activities is a practical follow-up to the Madrid Declaration.[2]
At the 49th CDLR meeting 2-3 April 2012, the CDLR appointed Edwin Lefebre as gender equality rapporteur. It was further agreed that the CDLR would also seek to appoint a woman as co-rapporteur for gender equality. Following an appeal by Secretariat for nominations for this role, the Dutch delegation to the CDLR has nominated Gabriëlle Metz, Policy advisor, Ministry of the Interior and Kingdom Relations, Governance and Kingdom Relations, Europe and Governance Programme. Please refer to document CDLR(2012)13 for further information on the terms of reference of the gender equality rapporteur.

The Committee is invited to appoint Gabriëlle Metz as co-rapporteur on gender equality.
