Introduction
This document contains the draft for the agenda and for the programme of the 17th session of the ministerial Conference on 3-4 November 2011 in Kyiv.
The draft agenda and programme have been revised to take account of the most recent information. However in some cases final information is still forthcoming. Thus a number of points in the programme are still to be confirmed or may still be subject to change.
Further information about the practical arrangements as well as the provisional draft for the general introductory document for Ministers is contained in document CDLR(2011)39.
It is suggested that the CDLR examine documents 39 and 40 together.
Action required
The CDLR is invited to examine and adopt the draft agenda and the draft programme of the 17th session of the ministerial Conference on 3-4 November 2011 in Kyiv, making any changes it deems appropriate.
