Introduction

On 16 November 2009, during the 16th session of the Council of Europe Conference of Ministers responsible for local and regional government in Utrecht, the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority (CETS No. 207) was opened for signature and ratification.

To date 11 member States have signed the new treaty, three of which have also already ratified (in chronological order: Norway, Sweden and Hungary). A total of eight ratifications is needed for its entry into force (see Appendix for full overview).

At the CDLR meeting in October 2010 a tour de table will be held to hear from all members States about further prospects for signature and ratification.

In the light of the results of this tour de table the CDLR could discuss measures to be taken in order to promote accession to and implementation of the additional protocol. Member States might for example wish to organise an information meeting at national level, or organise a workshop with other member States etc.

Action required

Members are invited to prepare, including through appropriate domestic consultations, for providing the CDLR at the meeting with up to date information on the prospects for signature and ratification by their State. This information could also highlight possible obstacles encountered and proposals or requests for activities to promote the additional protocol.
