Introduction

Après avoir été adoptée dans les grands principes par le CDLR en 2007, et confirmée par le Comité lors de sa réunion en juin 2008, la méthode des « ateliers de travail » a été mise en pratique pour la première fois en décembre 2008.

La première édition des Ateliers du CDLR sur la démocratie locale et régionale, ayant pour thème « La représentation des régions européennes aux niveaux national et européen », s’est déroulée les 1-2 décembre 2008 à Salzbourg (Autriche) sur invitation du Land de Salzbourg, hôte et organisateur de cet événement (dans sa fonction de membre du LR-GR au nom de l’Autriche). Le rapport provisoire de ce premier événement a déjà été présenté au CDLR lors de sa réunion de décembre 2008. Un rapport plus détaillé est toujours en cours d’élaboration et sera présenté, peu avant la réunion du CDLR, sous forme d’un Addendum à ce document.

Début 2009, les travaux préparatoires ont démarré pour l’Atelier II du CDLR au sujet des “Finances régionales adaptées aux compétences régionales : comment assurer une cohérence à long terme” qui se tiendra les 11-12 mai 2009 à St. Gall/Suisse. Le projet de programme dans sa version du 31 mars 2009 ainsi que le formulaire d’inscription se trouvent en
Annexes I et II respectivement. Les deux documents sont présentés au comité en anglais uniquement étant donné que la langue de travail de l’Atelier sera l’anglais.

Action requise

Les membres du CDLR sont invités à prendre note des informations qui seront présentées concernant l’Atelier I et à formuler tout commentaire ou suggestion utile suite à la première édition de cette nouvelle méthode de travail du CDLR.

Au cas où elles seraient intéressées, les délégations sont encore une fois invitées à s’inscrire à cet atelier jusqu’au 17 avril 2009 au plus tard (date limite prolongée), par le biais du formulaire ci-joint (Annexe II), en précisant quels développements sur le plan national motivent leur intérêt.

Tout Etat membre intéressé pour organiser un prochain atelier sur une thématique spécifique en 2009 ou au-delà est invité à contacter le Secrétariat à tout moment.
