Introduction

Ce deuxième atelier du CDLR a été organisé en mai 2009 par et à l’initiative du canton de St Gall, dans la suite du premier atelier du CDLR à Salzbourg en décembre 2008. La liste des participants et le programme figurent en annexes 1 et 2.

Dans le programme un accent particulier a été mis sur le modèle suisse de décentralisation et sur les réformes importantes mises récemment en place, après 25 ans de préparation.

Toutes les présentations ont été d’une excellente qualité et la plupart faites en Powerpoint. Elles ont été toutes publiées sur la page web de la démocratie locale et régionale, rapidement après l’atelier.

En plus de la bonne organisation et du parfait accueil, l’atelier a été un événement riche en enseignements, les présentations suisses ont fourni de la matière pour réflexions, même s’il serait difficile d’appliquer le modèle suisse tel quel à d’autres pays.
