 a. Abridged report of the 49th plenary session (Strasbourg, 26-30 June 2000)

 Decisions

 

The Deputies

 1.         approved the specific terms of reference of the Committee of experts on the management of life-sentenced and other long-term prisoners (PC-LT), as they appear in Appendix III to CM(2000)113, and note that the committee has 14 members whose costs are met from the Council of Europe budget;

 2.         extended to 31 December 2001 the specific terms of reference of the Committee of experts on police ethics and problems of policing (PC-PO);

3.         agreed to consult the Parliamentary Assembly about the draft European Code of Police Ethics, in its present form, before it is finalised and transmitted to the Committee of Ministers, through the CDPC;

 4.         noted that the CDPC has adopted opinions on Parliamentary Assembly Recommendations 1426 (1999) on European democracies facing up to terrorism, 1427 (1999) on respect for international humanitarian law in Europe, 1431 (1999) on future action to be taken by the Council of Europe in the field of environment protection, and 1443 (2000) on international adoption: respecting children's rights; noted that the CDPC has carried out the ad hoc terms of reference given to it in decisions CM/729/061099, CM/730/061099, CM/733/241199 and CM/743/09022000 and instructed the Secretariat to submit to them, for examination at a forthcoming meeting, draft replies to these Recommendations;

 5.         recalling their earlier decision to consult the Parliamentary Assembly about the draft Convention on Crime in Cyberspace, in its present form, before it is finalised and transmitted to the Committee of Ministers through the CDPC, and taking account of decisions 1. to 4. above, took note of the abridged report of the 49th plenary session of the CDPC (CM(2000)113) as a whole.
