Decisions

A. Implementation of the provisions of the Statutory texts and rules in force to terminate the service of permanent staff of the Council of Europe

The Deputies

1. took note of the Secretary General’s intention to implement the provisions of the statutory texts and rules in force to terminate the service of permanent staff of the Council of Europe;

2. authorised the Secretary General to finance the said measures by means of an internal loan funded from cash surpluses, to be reimbursed over a period of five years in equal instalments not exceeding € 609,800;

3. decided to release the sum of € 154,700 frozen under sub-head 0002 of the Ordinary Budget for 2000 and reallocate it to sub-head 1112 "Early termination of service of permanent staff" for this purpose;

4. took note that until the above-mentioned loan had been repaid, this annual appropriation of € 154,700 would be maintained in the budget within the agreed ceiling and, that the required annual balance of up to € 455,100 would be provided by re-allocations within the appropriations for staff-related expenditure without increasing the total volume of this expenditure;

5. understood that the implementation of this system would be closely linked with an approved plan for the management of human resource requirements.

The Deputies invited their Rapporteur Group on Administrative and Budgetary Questions (GR-AB) to resume consideration of this item and to report back.

C. Secretary General’s proposal for the general budgetary framework for 2001

The Deputies invited the Budget Committee to consider the technical aspects of the Secretary General’s proposal concerning the future financial results of the Ordinary Budget and to report back.
