Congress expertise is key to enhance Euro-Mediterranean dialogue, says Luc Van den Brande
03/03/2009 - Ways to better co-ordinate the Euro-Mediterranean dialogue at territorial level were discussed at the Congress Plenary Session on Tuesday afternoon. The President of the Committeee of the Regions of the European Union, Luc Van den Brande, presented a new political instrument, the Euro-Mediterranean Regional and Local Assembly (EMRLA) which should raise awareness among regional authorities of the Euro-Mediterranean partnership and involve them in it.
The role of the Congress within this structure for the implementation of decentralised cooperation in the Euro-Mediterranean region will be significant, stressed Van den Brande. Congress speakers underlined the importance of this dialogue to achieve concrete results in the fight against poverty and social exclusion as well as the management of immigration problems. Congress President a.i. Ian Micallef pointed out that the Mediterranean basin was crucial for stability and peace in Europe as a whole. “The Congress has enough contacts, experience and motivation to plant grassroots democracy in this area”, Micallef concluded.

03/03/2009 – La session plénière du Congrès s’est penchée mardi après-midi sur les moyens d’améliorer la coordination du dialogue euro-méditerranéen au niveau territorial.
Luc Van den Brande, Président du Comité des régions de l'Union européenne, a présenté un nouvel instrument politique, l'Assemblée régionale et locale euro-méditerranéenne (ARLEM), qui devrait sensibiliser les collectivités régionales -et les faire participer- au partenariat euro-méditerranéen.
Au sein de cette structure de mise en œuvre d'une coopération décentralisée dans la région euro-méditerranéenne le Congrès jouera un rôle de premier plan, a déclaré Luc Van den Brande. Les orateurs du Congrès ont souligné l'importance de ce dialogue pour obtenir des résultats concrets dans la lutte contre la pauvreté et l'exclusion sociale, ainsi que dans la gestion des problèmes d'immigration.
Ian Micallef, Président ad interim du Congrès, a rappelé que le Bassin méditerranéen revêtait une importance primordiale pour la paix et la stabilité en Europe. « Le Congrès a suffisamment de contacts, d'expérience et de motivation pour implanter la démocratie au niveau local dans cette région » a affirmé en conclusion le Président Micallef.
