Aims of the workshop:
- To raise awareness of the need to create a National Association of Local Authorities in Azerbaijan and reach consensus on that intention
- To exchange ideas with representatives of other Council of Europe member States on the important role of national associations of local and regional authorities in building institutional dialogue with the central authorities, in drafting new legislation on local self-government and in ensuring an effective representation of local authorities
- To officially establish the Steering Group
- To agree on the functioning of the Steering Group and discuss the rules of procedure
- To consider the issues that should be discussed in the course of the activity and the planning of seminars, so to favour the establishment of a national association of Azeri local authorities
